Eritrean and Ethiopian documents are not the same paperwork
Tigrinya is the working language of Eritrea and of Tigray in northern Ethiopia, and the documents look different depending on which. Eritrean civil records come from the Department of Immigration and Nationality or a local administration; Ethiopian ones come from a kebele or a regional bureau, and may be bilingual with Amharic.

Ge'ez script, and a father's name in place of a surname
Tigrinya is written in Ge'ez script, the same alphabet as Amharic but with extra characters for sounds Amharic does not have. A transliteration made by someone who only reads Amharic will flatten those.
As in Ethiopia there is no family name: the name is given name, father's name, and often grandfather's. Eritrean documents may also use the Ethiopian calendar, seven to eight years behind the Gregorian one with a thirteenth month. We convert each date and label each name element.

Is Tigrinya the same as Amharic?
No. Different language, same Ge'ez script plus characters Amharic lacks. A translator who reads only Amharic will get some of it wrong.
