Which country issued it changes the document
Swahili is official in Tanzania and Kenya, widely used in Uganda, Rwanda and eastern DR Congo, and the civil paperwork differs in every one. Tanzanian certificates come from RITA, Kenyan ones from the Civil Registration Services, and Congolese ones from a commune with French alongside the Swahili.
Kenyan official documents are very often in English already, so a translation may be unnecessary and the real requirement is authentication — ask the receiving office before paying for anything. Tanzanian documents are more often in Swahili, and Congolese ones mix Swahili and French.
Names, and what a translation should not smooth over
East African naming does not follow one rule. Many people carry a given name, a father's name and sometimes a Christian or Muslim name, and which element a form treats as the surname varies between documents for the same person.
Congolese documents from the Mobutu period carry authenticité names adopted in the 1970s, and a person may appear under both forms across a file. We reproduce each document as it stands and flag where the same person is named differently, rather than quietly harmonising them — an adjudicator needs to see the discrepancy, not a tidied version of it.
