Khmer script has no spaces between words
Khmer is written without spaces — a line breaks between phrases, not between words — so reading it requires knowing where one word ends and the next begins. Software that splits on spaces produces nonsense, and a name can be divided in more than one place.
The script also has no capital letters and a large set of subscript consonants stacked under the main line. A name transliterates several ways and Cambodian passports have used more than one romanisation system over the years, so a passport and an older certificate may disagree about the same person. We match the passport and note the variants.
Records that were destroyed, and the ones that replaced them
The Khmer Rouge destroyed most civil registration, so a great many Cambodians hold documents reconstructed after 1979 or issued decades after the event they record, sometimes on the basis of witness statements. A birth certificate issued in 1995 for a 1970 birth is normal, not suspicious.
We translate what the document says, including the recital of how it was reconstituted, because that recital is what explains the gap to an adjudicator. Khmer names put the family name first, and dates may appear in the Buddhist era as well as the Gregorian.
