Portland Community College: Translation Requirements for Documents in Another Language

Portland Community College does not ask F-1 applicants for foreign academic records; its translation rule covers the financial documents, which must be in English or come with an official English translation, and PCC does not say who must make it. Portland Community College accepts certified translations from professional services such as eVerbary. Credit for foreign college work needs a course-by-course evaluation from a NACES member, which we do not provide, and PCC's own pages differ on whether the transcript is translated before it goes to the evaluator.

F-1 admission: the bank letter is the document to translate

PCC is one of the few colleges that does not ask F-1 applicants for their foreign school records. Its required documents list says academic transcripts are needed only if you studied at a school in the United States, and unofficial copies are fine (required documents). What PCC does check closely is money: proof of US $35,000 for the academic year, more with dependents, in a bank letter or statement on official bank letterhead that shows the account holder, the date and the currency (source).

Each of those financial documents, and the letter of financial guarantee from a company sponsor, must be in English or come with an official English translation (source). Translate the bank's letterhead and the currency line along with the balance, because PCC lists them as requirements. PCC also sets, for each term, a date before which financial documents are not accepted (for Winter 2027, February 16, 2026), so order the translation after you have the final statement (dates and deadlines).

Credit for foreign college work: untranslated to the evaluator?

To use university courses taken abroad toward a PCC certificate or degree, you must be enrolled, have a NACES member prepare a "Course-By-Course Detail" evaluation, have it sent to Student Records (PO Box 19000, Portland), and then request a transfer credit evaluation in MyPCC (Student Records). Most foreign credit is applied as electives; course descriptions can let it meet other requirements. Students in a co-admission program with a four-year school have that school's evaluation sent instead.

PCC's pages differ on translation. The Student Records page tells you to send your official, untranslated transcripts and course descriptions to the evaluation service (source), while the catalog says each student is responsible for having international transcripts translated, if necessary, and evaluated (catalog). We have not resolved that difference. In practice the evaluation agency's own rule decides; many agencies ask for a word-for-word translation next to the original, see translation for credential evaluation.

Nursing applicants with foreign records

PCC's Nursing program applies through NCAS and has its own rules. Foreign transcripts need an official transcript evaluation sent to NCAS, from the vendors PCC lists, and the documents you upload to earn points for healthcare credentials or experience must be translated into English (Nursing application materials). PCC does not say who must translate them.

Documents applicants usually translate

What an eVerbary translation includes

Uploading the translation to PCC

F-1 applicants create an account in PCC's online application portal and upload the passport page, any US transcripts and the financial documents with their translations; there is no application fee. PCC may ask for documents to be resubmitted through the portal, and a decision can take up to four weeks once the file is complete (source).

For foreign credit, the translation (if the agency asks for one) goes to the NACES evaluation service with your transcript, not to PCC; PCC receives the agency's official evaluation (source).

What we do not do

eVerbary is a translation service, not a credential evaluation service: we do not issue evaluations, US equivalencies or GPA conversions, and we cannot send documents on behalf of the school that issued them. For PCC that means we translate your financial documents and, if your evaluation agency asks for it, your transcripts; the NACES course-by-course evaluation for credit comes from the agency.

Frequently asked questions

Do I need to send my foreign high school transcripts to apply to PCC as an F-1 student?

No. PCC asks for academic transcripts only if you attended a school in the United States (source).

Does my bank letter need a translation for PCC?

Yes, unless it is in English. Bank letters, statements and sponsor guarantee letters must be in English or have an official English translation (source). A certified translation from a professional service such as eVerbary qualifies.

Should I translate my university transcript before sending it to the evaluation agency?

PCC's Student Records page says to send untranslated transcripts, while its catalog says to translate them if necessary (Student Records, catalog). Check the agency's own instructions before ordering.

Which evaluation agency does PCC accept for transfer credit?

Any NACES member. Ask for a "Course-By-Course Detail" evaluation and have the official copy sent to Student Records (source).

How old can my bank statement be?

PCC publishes a date for each term before which financial documents are not accepted; for Winter 2027 it is February 16, 2026 (source).

Will eVerbary convert my grades to a US GPA?

No. The translation reproduces the grades and the grading scale exactly as they appear. A GPA conversion is credential evaluation, which the institution or an evaluation agency does.
