Registrar General's Department records, in Sinhala or Tamil

Sri Lankan births are registered with the local registrar under the Births and Deaths Registration Act, and certified copies are issued by the Registrar General's Department through the Divisional Secretariats. The copy is in Sinhala or Tamil depending on where the birth was registered, and older ones are handwritten on the printed form. Records from 1960 onwards are held in the e-BMD database and can be copied at any Divisional Secretariat; earlier ones come from the office where the birth was registered.

The older form numbers its columns and asks things a US reader does not expect: the race of the child, the paternal grandfather's details, and whether the parents were married. All of it is translated as printed. Sri Lanka is not a party to the Apostille Convention; the Consular Affairs Division of the Ministry of Foreign Affairs authenticates documents for use abroad, but USCIS asks for neither. See our Sinhala and Tamil pages.

The bilingual national birth certificate, and long names

Since December 2023 the Registrar General has been issuing a digital national birth certificate printed in Sinhala and English or in Tamil and English, with a QR code and an identification number intended to become the holder's identity card number. The question on whether the parents were married is gone. Where every entry already appears in English, an office may accept it as it is; anything printed or stamped only in Sinhala or Tamil still needs translating.

Names cause most queries. A Sinhala name often opens with a ge name (vasagama) such as Mudiyanselage, and Tamil names usually carry no family surname, the father's given name serving as an initial. We transliterate each name to match the passport and note where the certificate's form is longer. Later corrections to the entry are covered on our name change page.

What USCIS requires

Under 8 CFR 103.2(b)(3), a foreign-language document must be accompanied by a complete English translation and the translator's certification that it is accurate. Every seal, stamp and marginal note is part of the document, so every one is translated.

State agencies set their own rules — see government agencies — and what our certification states is on this page.

How it works

Upload a photo or a scan of your document, pick the language pair and check out online. You never have to mail originals: a legible copy is all we need.

A professional human translator, never machine translation, translates the document word for word and mirrors the layout of the original. Every certified translation ships with a signed Certificate of Translation Accuracy that meets the requirements of USCIS, courts and universities.

Your translation is delivered digitally, usually within 24 hours for documents of one to three pages, and same-day delivery is available. If anything needs adjusting, we revise it.

Certified vs. standard translation

A certified translation is a word-for-word translation accompanied by a signed statement attesting to its accuracy and completeness. It is what official bodies require: USCIS, courts, universities and government agencies. Certified translations are $24.95 per page, where one sheet of your document is one page, with no word cap.

A standard translation is the same professional human translation without the certificate, for when you only need to understand the content or for internal or informal use. It is billed at the same $24.95 per page with no word cap.

Frequently asked questions

My certificate is a handwritten certified copy. Is that a problem?

Handwritten certified copies are common for older Sri Lankan births. We translate them in full and mark any word that cannot be read with certainty. Whether the receiving office wants a newer printed copy is for that office to say.

My new birth certificate is already in Sinhala and English.

If every entry, stamp and signature block appears in English, many offices accept it as it is. Anything only in Sinhala or Tamil, such as a seal or a later endorsement, needs translating; ask the receiving office if unsure.

Do I need an apostille?

Sri Lanka has not joined the Apostille Convention, so there is no apostille. Documents for use abroad are authenticated by the Consular Affairs Division of the Ministry of Foreign Affairs. USCIS requires neither; it requires a complete, certified English translation.
