Changing a name in the birth register
A Sri Lankan name change is recorded by altering the birth registration. Section 27 of the Births and Deaths Registration Act allows the Registrar-General or the District Registrar to insert or alter a name in the register, and section 27A covers other amendments by the Registrar-General. The certified copy showing that amendment is what proves the change.
Applicants often support the request with an affidavit, a letter from the Grama Niladhari and proof that the change was published, and a US office may want these too. Each is translated in full, including the affidavit's jurat and the seal of the Justice of the Peace or Commissioner for Oaths before whom it was sworn.
Endorsements, and names that only look changed
An amendment appears as an endorsement on the certified copy, often handwritten in Sinhala or Tamil. It is part of the document, and we translate it with its date and the authority that made it. See our Sinhala and Tamil pages.
Many apparent changes are not legal changes at all. A Sinhala name written with its ge name on the birth certificate and without it on the passport, or a Tamil name expanded from initials, is the same name recorded differently, and a married woman using her husband's name does not amend her birth entry. We note those differences. See our birth certificate page.
What USCIS requires
Under 8 CFR 103.2(b)(3), a foreign-language document must be accompanied by a complete English translation and the translator's certification that it is accurate. Every seal, stamp and marginal note is part of the document, so every one is translated.
State agencies set their own rules — see government agencies — and what our certification states is on this page.
How it works
Upload a photo or a scan of your document, pick the language pair and check out online. You never have to mail originals: a legible copy is all we need.
A professional human translator, never machine translation, translates the document word for word and mirrors the layout of the original. Every certified translation ships with a signed Certificate of Translation Accuracy that meets the requirements of USCIS, courts and universities.
Your translation is delivered digitally, usually within 24 hours for documents of one to three pages, and same-day delivery is available. If anything needs adjusting, we revise it.
Certified vs. standard translation
A certified translation is a word-for-word translation accompanied by a signed statement attesting to its accuracy and completeness. It is what official bodies require: USCIS, courts, universities and government agencies. Certified translations are $24.95 per page, where one sheet of your document is one page, with no word cap.
A standard translation is the same professional human translation without the certificate, for when you only need to understand the content or for internal or informal use. It is billed at the same $24.95 per page with no word cap.
Frequently asked questions
Is there a deed poll in Sri Lanka?
The record that matters is the amended birth registration from the Registrar General's Department. Supporting documents such as an affidavit are common, and we translate any you submit.
My name changed when I married.
That is shown by the marriage certificate, not by a name change document. We translate the marriage certificate for that.
The amendment is handwritten.
We translate it in full with its date and the registrar's signature, and mark any word that cannot be read with certainty.
