The Registro Público, and the protocol
A Venezuelan transfer is registered at the Registro Público of the municipality, and the document cites the protocol, the tomo and the number within the quarter of the year.
That four-part citation is the reference. A registered document is the title; a notarised one is not, and clients present the two interchangeably. We name which the document is.
The certificación de gravámenes
The registry issues a certificación de gravámenes covering a stated period, and it lists mortgages, prohibitions to alienate and judicial measures.
The certificate's period is on it, and a certificate covering ten years says nothing about the twenty before. We translate the stated period prominently, because it bounds what the document proves.
Why the file is often old
With very large emigration since 2015, Venezuelan property files in US hands frequently concern property left behind, and the documents may be decades old, hand-typed and physically deteriorated.

Parties are identified by cédula de identidad, and amounts in older deeds are in bolívares from before the redenominations, so a figure can look absurd.
