The cartea funciară, and the extras
Romanian title lives in the cartea funciară, the land book kept by ANCPI, and the operative document is an extras de carte funciară — either informative or pentru autentificare, which blocks the file for a short period.
Those two extracts are not interchangeable: only the second supports a notarial transfer. We name which one you have.
Three sections, and the cadastral number
The land book has section A describing the property with its cadastral number, section B the owners, and section C the encumbrances — mortgages, easements, interdicție de înstrăinare, litigation notes.
A prohibition on alienation in section C blocks a sale outright, and a summary that lists only the owner hides it. We translate the sections as sections.
Restitution, and why titles are contested
Romanian property carries a heavy history of communist-era nationalisation and post-1989 restitution, and a title may derive from a restitution decision, a Law 112 purchase by a tenant, or an administrative reconstitution.
Those origins carry different risk and can be litigated decades later. The derivation is recorded and we translate it rather than summarising the owner.
The CNP, and the notarial form
A transfer is void without an authentic notarial act, and the notary files the land book entry.
