The real estate cadastre, unified
Serbia has merged the old land books into a single real estate cadastre run by the Republic Geodetic Authority, and the list nepokretnosti is the extract showing the parcel, the owner and the encumbrances.
That unification is relatively recent, and older documents reference the superseded books. Both appear in files and we name which system a document belongs to.
The notary, since 2014
Serbia introduced public notaries in 2014, and a transfer now requires a notarially solemnised contract where before it required court verification of signatures.
A pre-2014 deed carries a court stamp rather than a notarial one and is not defective. We name the form and the verifying body.
Conversion, and buildings without permits
Serbian urban land was long held in pravo korišćenja, a right of use over state land, and the conversion of that right into ownership has run in stages with its own paperwork.
There is also a very large stock of buildings constructed without permits and legalised in waves. A legalisation decision is part of the title file and we translate it.
The JMBG, and two alphabets
Parties are identified by JMBG, thirteen digits encoding date of birth, region and sex, and a company by its registration number.
