The notarial deed, and the person-based register
A Bulgarian transfer is a notarial deed (нотариален акт) entered by the Registry Agency, and the register is still largely person-based rather than parcel-based outside the areas converted to the cadastre.
So you search by owner, and a certificate of encumbrances covers a named person over a stated period. A US reader expecting a per-property record will not find one everywhere.
The cadastral identifier, where it exists
Areas covered by the cadastral map have a cadastral identifier of the form district-parcel-building-floor-unit, and a скица sketch from the cadastre agency accompanies the deed.
Coverage is partial and expanding. We reproduce the identifier where the document has one and say which system applies.
Restitution, and co-ownership
Bulgarian land carries a heavy history of collectivisation and post-1991 restitution, and agricultural land in particular is held in small fragmented shares among many heirs.
A deed may convey an ideal share of a parcel rather than a parcel. Translating it as a whole misstates it, and we keep the fraction as written.
The EGN, and the tax valuation
Parties are identified by EGN, ten digits encoding date of birth and sex, sometimes with a leading zero.
The deed states the tax valuation alongside the price, because duty is calculated on the higher of the two, so the two figures are both real. See our Bulgarian page.
