Two certifications, not one
A Bulgarian power for a property disposal requires the notary to certify both the signature and the content — нотариална заверка на подпис и съдържание — which is two acts, not one, and a power certified only as to signature is refused.
That is a genuine trap and it costs a transaction. A US reader sees a notarised power and assumes it is adequate. We name which certifications the document carries.

Bulgarian consulates exercise notarial functions and can perform both certifications, which is why consular powers are the normal route for Bulgarians abroad dealing with property at home.
A power certified before a foreign notary needs an apostille and a certified Bulgarian translation. We name the issuing office.
Property, and the declarations that travel with it
A Bulgarian property transaction also requires declarations from the seller — on tax liabilities and on the absence of undisclosed obligations — and the power must authorise signing them.
Those declarations are separate documents and a power that does not cover them stalls the transaction. We reproduce the enumerated powers and translate the declarations where the file holds them.
The EGN, and the Cyrillic
Parties are identified by EGN, ten digits encoding date of birth and sex, frequently beginning with a zero that spreadsheets eat.
