Registered or notarised, and the difference matters
A Venezuelan power may be autenticado before a notary or registrado at a Registro Público, and acts touching real property require the registered form.
The two are different instruments with different reach, and a notarised power presented for a property sale is refused. We name which the document is and reproduce the office and the entry.
SAREN, and the consular route
Notarial and registry services run through SAREN, and Venezuelan consulates abroad exercise notarial functions, so a power granted before a consul is a Venezuelan notarial act.
With very large emigration, consular powers are the normal route in these files. A power signed before a US notary and apostilled must be protocolised in Venezuela. We name the issuing office.
Why so many powers exist
Venezuelans abroad manage property, pensions, civil registry matters and estates through relatives at home, so a power of attorney is one of the commonest documents in a Venezuelan file.
They are frequently broad and enumerated at length, and the enumeration is what a registry reads. We reproduce it clause by clause.
The cédula, and the vigencia
Parties are identified by cédula de identidad number, which stays with the person for life.
