The notarial deed, and the citizenship files
A Greek power (πληρεξούσιο) for acts requiring a notarial deed — property transactions and much else — is itself a notarial deed, and the notary records it with a number and keeps the original.
A great many Greek powers in US files concern inheritance and property in Greece, where an heir in the United States authorises a relative or a lawyer to act. Those need specific enumerated powers and a general clause will not do.
Consular powers, and the diaspora
Greek consulates exercise notarial functions, so a power granted before a Greek consul in the United States is a Greek notarial act rather than a US notarisation with an apostille.
Greek notaries and land registries treat the two differently, and with a very large Greek-American population consular powers are the norm in these files. We name the consulate exactly.
The AFM, and why it blocks things
Acting in Greece requires a Greek tax number (AFM), and a power frequently includes authority to obtain one for the principal. Without an AFM a transaction cannot complete.
That clause looks like boilerplate to a US reader and is the step that unblocks everything else. We translate it.
The land registry transition
Greece has been migrating from the old Υποθηκοφυλακείο mortgage-registry system to the national Κτηματολόγιο cadastre, and a power may reference either depending on the area and the date.
