How we know · policy checked on October 21, 2026

The South Carolina Department of Education does not evaluate foreign degrees: educators who studied outside the United States must obtain a complete course-by-course evaluation from a member of AICE or NACES before applying, and send the SCDE a copy.

The SCDE publishes no translation rule of its own; WES, a NACES member, accepts certified translations from professional services such as eVerbary for that evaluation.

We translate your diplomas and transcripts for the evaluator; the evaluation and the certification decision come from the agency and the SCDE.

South Carolina SCDE at a glance

Does it accept eVerbary? Yes

The SCDE requires an evaluation by an AICE or NACES member organization (international applicants page), and WES, a NACES member, accepts a translation by a professional translator or certified translation agency (WES translation rules), so a certified translation from a professional service such as eVerbary meets the evaluator's rule. Worth knowing about South Carolina SCDE

Evaluation before applying

The SCDE does not evaluate foreign degrees itself.

AICE or NACES

Any member organization of either association.

Copy, never originals

Originals and foreign transcripts are not accepted.

South Carolina SCDE requirements in detail

Translation

No SCDE rule on its international applicant pages (International initial certification applicants); the evaluator's rule applies to records not in English.

Who may translate

Set by the agency. WES asks for a professional translator and refuses applicant translations (WES); ECE accepts any complete word-for-word translation (ECE).

Evaluation

A complete course-by-course evaluation of degrees or coursework from any institution outside the US, obtained before you apply or request a certificate change (International initial certification applicants).

Report contents

For a degree, a statement of its equivalency to a degree from a regionally accredited US college, plus every course with its semester-hour equivalent (International initial certification applicants).

Original or copy

A legible copy of the evaluation by email or mail; never the original evaluation, a foreign transcript or another credential (International initial certification applicants, certification forms).

Exception

No evaluation is needed for foreign coursework without a degree if a regionally accredited US college has accepted it on its transcript (International initial certification applicants).

How to apply

A Standard Application in My SC Educator Portal first, then immigration status, the evaluation, exams and fingerprinting; the fee is $105 (International initial certification applicants).

Translation, then evaluation, then the SCDE

The SCDE says plainly that it does not evaluate degrees or coursework from outside the US and that you must not send those transcripts or diplomas to the Office of Educator Services (International initial certification applicants).

The evaluation comes from an AICE or NACES member (NACES, AICE), and those agencies build their reports from translations you supply.

WES, for example, does not translate and asks for an exact, word-for-word translation by a professional translator (WES).

So the order is translation, then evaluation, then a copy to the SCDE.

Translate every page the agency will evaluate, including the transcript pages with hours and grades, since the SCDE wants the semester-hour equivalent of each course.

We keep grades and hours exactly as recorded; the conversion is the agency's.

The evaluation decides the field and the exams

After you submit the AICE or NACES evaluation, contact the Office of Educator Services for advice on exams: the SCDE says certification field eligibility and examination requirements are determined by the evaluation report (International initial certification applicants).

International educators also need an eligible immigration status, such as an H-1B visa or a Permanent Resident Card; those holding a standard credential from another US state may skip South Carolina's tests with passing scores from that state (International initial certification applicants).

Keep the original evaluation for yourself. Documents sent to the SCDE are kept electronically and cannot be returned (International initial certification applicants).

$24.95 per page of up to 250 words, certification included, usually within 24 hours for one to three pages. See the price before you pay.

What an eVerbary translation includes

  • A complete English translation of every page, stamps, seals and handwritten notes included, laid out like the original so each line can be matched.
  • Grades, hours and credits exactly as recorded, with the grading scale the document prints. We never convert marks to a US GPA or equivalency.
  • A signed certificate of translation accuracy on letterhead, with our contact details, delivered as a PDF you can upload or print.
  • $24.95 per page of up to 250 words, certification included; 24 hours for one to three pages as standard. Regular clients who need it can get delivery in as little as 30 minutes, on request.
  • Notarization added at checkout ($34.90 per order) when the office asks for a notarized translation.

Submitting the translation to South Carolina SCDE

  • The translation goes to the AICE or NACES agency with your documents, under that agency's instructions (WES, for example, takes uploads in your WES account) (WES: translation requirements).

  • You then send a legible copy of the agency's evaluation to the SCDE by email or mail, after creating your application in My SC Educator Portal; questions go to international@ed.sc.gov (International initial certification applicants).

What we do not do

eVerbary is a translation service, not a credential evaluation service or a licensing agency: we do not issue evaluations, US equivalencies or GPA conversions, we cannot send documents on behalf of the school or authority that issued them, and we do not file the license application.

For South Carolina that means we translate your credentials for the evaluation agency; the evaluation, the exams, the fingerprinting and the certification decision are outside what we do.

How to order

  1. Scan or photograph every page of the document, front and back, including any stamps on the reverse.
  2. Upload it, choose the language and "certified", and see the price before paying.
  3. Receive the PDF, usually within 24 hours for one to three pages, and submit it with the copy of the original wherever the office asks for it.

Frequently asked questions

Does the SCDE evaluate my foreign degree?

No. It requires a course-by-course evaluation from an AICE or NACES member before you apply (International initial certification applicants).

Does South Carolina accept my own translation?

The SCDE publishes no translation rule (International initial certification applicants); the agency decides, and WES refuses translations by applicants (WES: translation requirements).

Should I send my original transcripts or evaluation?

No. Send a legible copy of the evaluation; originals and foreign transcripts are not accepted and nothing is returned (International initial certification applicants).

Do I need an evaluation if my foreign courses are on a US transcript?

Not if you completed only coursework, not a degree, abroad and a regionally accredited US college accepted it on its transcript (International initial certification applicants).

What does the application cost?

A non-refundable $105 application fee through My SC Educator Portal; the evaluation is paid to the agency (International initial certification applicants).
