Turkish notaries draft the power
A Turkish power of attorney (vekaletname) is drawn up by the notary rather than presented to them, on a standard form with the powers enumerated, and the notary verifies identity against the population register.
So the instrument is a notarial act throughout and there is no private power of the Anglo-American kind. We name the notary, the office number and the yevmiye number, which is how it is traced.
The photograph, and what it is for
Turkish powers for certain acts — property transactions in particular — require a photograph of the principal affixed to the document and sealed across.
A US reader seeing a photograph on a power of attorney will not expect it. It is a requirement for those acts and its absence means the land registry will refuse the power. We describe it and the seal across it.

Turkish consulates exercise notarial functions, so a power granted before a Turkish consul in the United States is a Turkish notarial act and is what the Turkish side expects.
