PTS and STS, and the shift to electronic
Russia issues the PTS (паспорт транспортного средства), the vehicle passport recording every owner in sequence, and the STS (свидетельство о регистрации), the registration certificate carried in the car.
Since 2020 new vehicles receive an electronic PTS with no paper original, accessible by its number in the SEP system. A client with no paper PTS may simply have a newer car.
Why the PTS matters most
The PTS lists the chain of owners with dates, and the number of entries and whether the document is a duplicate are the first things a Russian buyer checks.
A duplicate PTS often means the original is with a lender or that the chain is being obscured. We reproduce the entries in order and mark the document as a duplicate where it says so.
Restrictions, and the GIBDD
Registration runs through the GIBDD, and a vehicle can carry registration restrictions from bailiffs, courts or customs that block any transfer.
Those restrictions are not on the paper documents — they sit in the GIBDD database — so a clean-looking PTS proves less than it appears. We say so rather than overstating what the document shows.
The VIN, and the customs mark
The PTS records the VIN, the engine and chassis numbers, the year, and any customs restriction where the vehicle was imported with a duty concession.
