The sale must be made at a notary
Turkey is unusual: a vehicle sale is void unless made before a notary, who executes the transfer and notifies the registry the same day.
So a Turkish vehicle file holds a notarial sale deed, not a signed-over certificate, and a private bill of sale transfers nothing. We name the notary and the instrument number.
Ruhsat, and the two documents
The Motorlu Araç Tescil Belgesi is the registration document and the Trafik Belgesi the traffic certificate, colloquially both called the ruhsat, and since 2016 they have been combined into a single card.
Older files hold two documents and newer ones hold one. Both are correct for their date and we name which you have.
Liens, and the traffic fines
A Turkish vehicle can carry a rehin (pledge) or a haciz (attachment) recorded against it, and unpaid traffic fines and motor vehicle tax also block a notarial transfer.
The notary checks all of these before executing the sale, so their absence on the day is what makes a transfer possible. We translate the clearances in the file.
The identifiers, and the plate
Parties are identified by the eleven-digit TC kimlik number, or a foreigner by a YKN, and the vehicle by plate, chassis and engine number.
