OR and CR, and you need both
The Philippines issues the Certificate of Registration (CR) and the Official Receipt (OR) of the annual registration payment, and the pair together is what proves a vehicle is validly registered.
A CR without a current OR means the registration has lapsed. Clients send one of the two, and we say which you have and what is missing.
Encumbrance on the face of the CR
A financed Philippine vehicle has ENCUMBERED printed on the CR with the lender named, and it is cleared by a release of chattel mortgage filed with the LTO, producing a new CR marked cancelled mortgage.
A CR still showing an encumbrance is not clean whatever the seller says. We translate the annotation and any release in the file.
The deed of sale, and the LTO transfer
A transfer runs on a notarised deed of sale plus the original CR and OR, a PNP-HPG motor vehicle clearance and an emission test, filed at the LTO district office.
Documents are in English, so the usual need is authentication rather than translation, and the Philippines is in the Apostille Convention.
Conduction stickers, and the identifiers
A new Philippine vehicle carries a conduction sticker number before plates are issued, and plate backlogs mean a car may run on it for a long time.

Why do I need both OR and CR?
The CR is the registration and the OR proves the current year is paid. A CR alone means it may have lapsed.
