The tax authority issues the title
In the Dominican Republic the vehicle title — the matrícula — is issued by the DGII, the tax authority, not by a transport ministry.
That is unusual and it means the vehicle record and the tax record are one system. The matrícula names the owner, the plate, the chassis number and the vehicle class.
The placa, and the class prefixes
Dominican plates carry a class letter — private, public, cargo, official — and changing the use of a vehicle means changing the plate class.
The class on the matrícula is a legal category rather than a description, and we reproduce it as printed because it governs what the vehicle may be used for.
The transfer, and the notarised sale
A transfer runs on a notarised act of sale with the notary's signature legalised by the Procuraduría, filed at the DGII with the original matrícula surrendered and a new one issued.
The legalisation step is an extra one a US reader would not expect, and without it the DGII will not act. We translate the endorsements.
Imported vehicles, and the identifiers
A large share of Dominican vehicles are imported used from the United States and Japan, so the file commonly holds a US title or a Japanese export certificate behind the matrícula.
