The kentekencard, and the code you must hand over
The Netherlands replaced the paper kentekenbewijs with a credit-card sized kentekencard plus a separate slip carrying the tenaamstellingscode — a nine-digit code the seller must give the buyer for the transfer to happen.
Without that code the car cannot be re-registered. A file missing the code slip is missing the operative item, and we say so.
The plate belongs to the car
A Dutch registration number is tied to the vehicle for its life, not to the owner, so it does not change on a sale and the RDW record follows the plate.
That differs from countries where a plate travels with a person, and it explains why the plate is the search key in every Dutch document.
Transfer at the post office, and the vrijwaring
A transfer is done at an RDW counter or a post office, and the seller receives a vrijwaringsbewijs — an indemnity certificate proving they are no longer liable for tax, insurance and fines from that moment.
That certificate is the seller's protection and it is frequently in the file. We translate it and say what it does.
APK, and the export
Roadworthiness is the APK inspection, and its expiry is in the RDW record rather than on the card.
