Groups, not percentages
Russia assigns a disability group — I, II or III, with I the most severe — rather than a percentage, decided by a medico-social expertise bureau. Children under eighteen are categorised as ребёнок-инвалид without a group.
A US reader looking for a percentage will not find one, and a reader assuming a higher number means greater severity has it backwards. We state the group and the direction of the scale every time.
The IPRA, and what it is for
Alongside the group, the bureau issues an IPRA — an individual rehabilitation or habilitation programme — specifying the technical aids, services and adaptations the person is entitled to.

The certificate, on a numbered form
The bureau issues a справка — a certificate of disability on a numbered official form with the bureau's stamp — stating the group, the cause and the review date.
A group may be assigned for a year, two years, or бессрочно — indefinitely. The review date is the field that most often makes an otherwise good document useless, and we translate it prominently.
