Groups I, II and III, and the 2024 reform

Ukraine assigns a disability group — I, II or III, with I the most severe — inherited from the Soviet framework and decided historically by MSEK, the medico-social expert commissions.

Ukraine replaced MSEK with expert teams under a 2024 reform following corruption concerns, so certificates from before and after name different bodies. Both are valid and we name the issuing body as printed.

Wartime, and the volume

Since 2022 Ukraine has assessed very large numbers of people with war-related injuries, and certificates may state a cause connected to military service or hostilities, which determines entitlements.

The individual rehabilitation programme

Alongside the group, an individual rehabilitation programme lists the technical aids, prosthetics, services and adaptations the person is entitled to.

Stamps, and the patronymic

Ukrainian medical and expert documents rely on stamps — the institution's rectangular stamp, its round seal, the physician's personal stamp — and a document without the round seal is frequently not accepted.
