TP, ZTP and ZTP/P
The Czech Republic issues a card for a person with disability in three degrees marked by letter codes: TP, ZTP and ZTP/P, the last being the most severe and carrying an entitlement to a companion.
Those three letter pairs carry the whole finding, and a translation that leaves them untranslated hands a US reader a code they cannot read. We give the code and its defined effect.
Invalidity is a separate assessment
Separately, the social security administration assesses invalidity in three degrees based on a percentage reduction in working capacity, for pension purposes.
A person may hold a disability card and no invalidity pension, or the reverse. They measure different things and we name which document is in front of the reader.
The care allowance, and its levels
A third assessment governs the care allowance, graded in four levels by the number of basic life needs the person cannot manage unaided.
So a Czech file can contain three different gradings of the same person by three different criteria. We name the scheme each belongs to rather than presenting them as inconsistent.
The rodné číslo, and validity
Czech documents carry the rodné číslo, the birth number encoding date of birth and sex, which identifies the person and does not change.
