Croatia unified disability assessment into a single expert body, which issues a nalaz i mišljenje — a finding and opinion — used across benefits, education, employment and care rather than requiring separate assessments for each.
That unification is the notable feature: one document serves many purposes, and older Croatian files contain separate assessments from bodies that no longer assess.
The percentage, and the register
The finding states a percentage of bodily impairment and, separately, findings on work capacity and care needs, and the person is entered in the national register of persons with disabilities.
The register entry is what many entitlements are keyed to, and a person holding only the finding may not yet appear in it. Offices sometimes ask for evidence of the second.
War-related disability is a separate status
Croatia maintains a distinct status and benefit framework for disabled veterans of the Homeland War, assessed under its own rules with its own documents.
A veteran's document is not the general civil certificate and translating it as one misstates the basis. We name the framework.
The OIB, and validity
Croatian documents carry the OIB, the eleven-digit identification number, which identifies the person and does not change.
