KMCAP, the assessment commission
Albania assesses disability through KMCAP — the medical commission for the determination of work capacity — which issues a decision on incapacity and its degree, and separately through a social assessment for the disability payment.
The named body appears on the decision and a US reader does not know what it is. We name it and describe what it determines.
Two schemes, two documents
Albania runs a social insurance invalidity pension for people with contribution records and a social assistance disability payment for those without, assessed on different criteria.
A person may qualify under one and not the other. We name the scheme the document belongs to rather than presenting either as a general disability certificate.
Validity, and the reassessment
Decisions state a validity period and are reassessed, and an expired decision evidences nothing about current status.
Albania has been reforming the assessment system toward a biopsychosocial model, so documents from different periods rest on different criteria. We name the basis the decision states.
The personal number, and the diacritics
Albanian documents carry the personal identification number from the national civil status register, which identifies the person and does not change.
