The percentage is printed on the identity card
Ecuador does something almost no other country does: the disability percentage is endorsed on the cédula, the national identity card itself, so a person's primary identity document states their assessed disability on its face.
A US reader handed an Ecuadorian cédula may not notice the field, and an applicant may not realise their identity card is the certificate. It is, and it is frequently all they need to send.
CONADIS, and the registry
Assessment is carried out by the Ministry of Health and the person is entered in the national registry administered by CONADIS, the national disability council, which is what entitlements are keyed to.
The registry entry, the endorsed cédula and the medical assessment are three things. We name which the client has.
The thresholds
Ecuadorian entitlements turn on percentage thresholds — 30%, 40% and 50% recur — governing tax exemptions, vehicle import relief, employment quota placement and benefits.
So the figure is a position against thresholds rather than a description, and we reproduce it exactly without characterising it.
The cédula, and validity
The cédula is ten digits with a province code and a check digit and it does not change, which makes it the cross-check across an Ecuadorian file.
