Costa Rica's framework rests on Ley 7600 on equal opportunities for persons with disabilities, with CONAPDIS as the national council, and medical certification through the Caja Costarricense de Seguro Social.

Because Costa Rica runs a single integrated public health system with the EDUS electronic health record, a person can obtain a complete clinical history supporting a disability claim from one source.
