CONADIS, and Ley 5-13
The Dominican Republic certifies disability through CONADIS, the national disability council, under Ley 5-13, on the basis of a medical and functional assessment, and issues a certificado único de discapacidad.
The certificate and the registry entry are what entitlements are keyed to — employment quota placement, tax relief, transport and educational support. We name the issuing body and the registration reference.
The assessment, and who conducts it
Assessment is conducted by designated health facilities and multidisciplinary teams rather than by a treating physician, and the decision names them.
