CONADI, and what it does and does not do
Guatemala's CONADI is the national disability council under Decreto 135-96, and it registers and advocates rather than operating a single national certification with a percentage scale.
Certification in practice is by medical report from a public health facility or IGSS, and a US reader looking for a national card with a score may not find one. We translate what the document actually states.
MSPAS and IGSS
Medical evidence comes from MSPAS Ministry of Health facilities or from the IGSS social security institute for insured workers, and IGSS conducts its own incapacity assessments for benefit purposes.
An IGSS incapacity determination is an employment and pension finding rather than a general disability certificate. We name the scheme.
Rural assessment, and the distances
Assessment requires attendance at a facility that can conduct it, and for rural families that may be a departmental capital, so documents are frequently older than a US office would expect.

The CUI, and Maya languages
Guatemalan documents carry the CUI, the thirteen-digit code on the DPI, which identifies the person and does not change.
