SENADIS, and the registry
Paraguay certifies disability through SENADIS, the national secretariat for the rights of persons with disabilities, which assesses and issues a certificado de discapacidad and enters the person in a national registry.
The certificate and the registry entry are what entitlements are keyed to — health coverage, transport, employment quota placement in the public sector and tax relief. We name the issuing body.

The certificate states a validity period or permanence, and an expired certificate evidences nothing about current status.

The cédula, and Guaraní
The cédula de identidad civil number, issued by the police identification department, identifies the person and does not change.
