The short form and the full form are different documents
Dominican civil records are issued by the Junta Central Electoral, and it issues more than one version of a birth record. The short extract states the essentials. The full or inextensa version reproduces the registry entry with the annotations added to it afterwards — a later recognition of paternity, a correction, a change of name.
Those annotations are frequently the point. If an office asked for a full copy and received the extract, it comes back, and the round trip costs weeks. Check which one was requested before ordering, and if you are not sure which you hold, send it through the quote form and we will tell you.
Older records and late registrations
Late registration is common in Dominican records, so a certificate can show a registration date years after the birth it records, sometimes with a court or administrative decision behind it. That is ordinary rather than suspicious, and the translation reproduces the dates exactly as the record states them rather than smoothing them into a tidier story.
Both parents appear with two surnames each, and the registered person carries two of their own. Both are translated, in the order the document gives them.
What USCIS requires
The requirement is the same for every country: under 8 CFR 103.2(b)(3), a foreign-language document must be accompanied by a complete English translation and the translator's certification that it is accurate. Every seal, stamp and marginal note on your birth certificate is part of the document, so every one is translated.
