Certifications drawn from the civil registry books
Cuban birth records are held by the Registro del Estado Civil of the municipality, and what is issued is a certificación transcribed from the register: the tomo and folio, the details of the registered person, and the parents. Older entries are handwritten, and the ink and paper of decades-old books do not photograph well.
Cuban documents frequently reach the United States after being legalized for use abroad, so a certification may arrive with authentication pages attached. Those pages are part of what you are submitting and are translated with the certificate.
Legibility, and what we will not do
On a handwritten certification from an old register, some entries are genuinely hard to read. We translate everything legible and mark the rest as illegible rather than reconstructing a plausible version. On a document being used to establish a family relationship, a guessed name is worse than an acknowledged gap.
Two surnames are carried across in the order given, and the tomo and folio references are reproduced exactly.
What USCIS requires
The requirement is the same for every country: under 8 CFR 103.2(b)(3), a foreign-language document must be accompanied by a complete English translation and the translator's certification that it is accurate.
