Chilean certificates are issued for a stated purpose

This is the detail that catches people out. The Servicio de Registro Civil e Identificación issues birth certificates for something — for all purposes, for a specific procedure, with or without the marginal subinscriptions — and the purpose is printed on the certificate itself. A certificate obtained for one purpose can be refused where another was required, even though the underlying record is identical.

Subinscriptions, and the RUN

Chilean records carry subinscripciones: marginal entries added later for a recognition of paternity, a marriage, a divorce or a correction. Certificates issued with them show the record as it stands today; certificates issued without them show only the original entry. Where they are present, every one is translated.

The RUN, the national identity number, appears on most documents and is reproduced exactly, including its verification digit.

What USCIS requires

The requirement is the same for every country: under 8 CFR 103.2(b)(3), a foreign-language document must be accompanied by a complete English translation and the translator's certification that it is accurate. Every seal, stamp and marginal note on your birth certificate is part of the document, so every one is translated.
