Bodily impairment and working capacity are separate
Serbia assesses telesno oštećenje — bodily impairment — as a percentage under a statutory schedule, and separately assesses working capacity for pension and employment purposes.
A person may have a high impairment percentage and a finding of retained working capacity, or the reverse. The two are constantly conflated and we name which the document records.
The employment assessment
A further assessment determines employability for the purposes of the employment quota and supported employment, conducted by the national employment service with a multidisciplinary commission.
So a Serbian file can hold three findings by three bodies. We name the scheme each belongs to rather than presenting them as inconsistent.
Children, and the categorisation
Children are assessed for additional educational and social support by an interdepartmental commission, which produces a recommendation rather than a percentage.
That document describes required support and does not convert into any adult scale. We translate the recommendation as written.
Two alphabets, and the JMBG
Serbian is written in both Cyrillic and Latin and both are official, so a name appears one way on a commission finding and another on an identity document. One name, two alphabets.
