TELK and NELK
Bulgaria assesses disability through TELK — territorial expert medical commissions — with appeal to NELK, the national commission, and the decision states a percentage of permanently reduced working capacity or, for children, a degree of disability.
The named bodies appear on every Bulgarian decision and a US reader does not know what they are. We name them and describe what each does.
The thresholds
Bulgarian entitlements turn on thresholds — 50% and 71% recur — governing benefits, tax relief, transport and employment protections.
So the figure is a position against thresholds rather than a description of severity, and we reproduce it exactly without characterising it.
The lead diagnosis, and the validity
The decision names a lead diagnosis with its ICD code and any accompanying conditions, and assigns the percentage to the combination under a statutory schedule.
It states a validity period or permanence, and an expired decision evidences nothing current. Reassessment delays are common, so a file may contain an expired decision and a pending appeal.
The EGN, and the Cyrillic
Bulgarian documents carry the EGN, ten digits encoding date of birth and sex, which identifies the person and frequently begins with a zero that spreadsheets eat.
