Four degrees, named not numbered
Romania issues a certificat de încadrare în grad de handicap stating one of four degrees: ușor (mild), mediu (moderate), accentuat (pronounced) and grav (severe).
There is no percentage. The degrees are named and a translation that converts them to numbers invents a scale. We give the Romanian term and the English rendering.
Grav with a personal assistant
The severe degree may be issued with or without an entitlement to a personal assistant, and that marking is a separate finding carrying a substantial entitlement.

The commission, and the validity
The certificate is issued by the county evaluation commission for adults or children, on the basis of a medical and psychosocial assessment, and it states a validity period or permanence.
An expired certificate evidences nothing current. We translate the validity field prominently and name the commission and county.

The certificate carries the CNP — thirteen digits encoding sex, century and date of birth and the county — which identifies the person and does not change.
