The deposit is lodged with the ministry
For tenancies within the regulated rent bracket, Panamanian law requires the deposit to be lodged with the housing ministry rather than held by the landlord, and the ministry issues a receipt.
So the document proving the deposit is a ministry receipt, not a landlord's acknowledgment, and recovering it is an administrative process. A US reader looking for the landlord's receipt is looking for the wrong paper.
Two regimes, split by rent level
Panama regulates tenancies below a rent threshold under the older housing law, with registration, deposit lodgement and restricted termination, and leaves tenancies above it to ordinary contract.
So whether the Act applies turns on the rent figure in the contract, and the figure is what decides it. We reproduce it exactly with the currency.
Dollars, and the balboa
Panama uses the US dollar as legal tender with the balboa at par, so rent quoted as B/. is quoted in dollars and there is nothing to convert.
A US reader seeing an unfamiliar symbol should read dollars, and we say so rather than leaving it on the page.
The cédula, and the Canal Zone
Parties are identified by cédula written as a province prefix, a tomo and a folio, with PE, E and N marking birth abroad to Panamanian parents, foreigners and naturalised citizens.
