The state guarantees tenancies

Uruguay operates state-backed rental guarantee services — the Contaduría General de la Nación for public employees and ANDA and others for the wider market — which guarantee the landlord against default in place of a personal guarantor.

So an Uruguayan lease frequently names a guarantee institution rather than a person, and that is a structural feature of the market rather than an unusual arrangement. We name the institution and translate the guarantee clause.

Ley 14.219, and the two-year term

Residential tenancies are governed by Ley 14.219, which sets minimum terms and regulates termination, and the standard residential term is two years.

The contract states the term and the statute governs the floor. We translate the clause as written and reproduce the citation.

Unidades indexadas, and the rent adjustment

Uruguayan rents are commonly adjusted annually by an index, and some contracts are denominated in unidades indexadas or unidades reajustables — inflation-linked units of account with published values.

The cédula, and the check digit

Parties are identified by cédula de identidad, seven digits plus a check digit after a hyphen, which verification requires and which is routinely lost in retyping.
