The deposit goes to a state bank

Dominican law requires a residential tenancy deposit to be lodged with the Banco Agrícola, a state bank, rather than held by the landlord — and the bank issues a certificate evidencing the deposit.

A US reader expecting the landlord to hold the money is looking for the wrong document. The bank certificate is what proves the deposit, and a tenant recovering it deals with the bank and the housing control authority rather than with the landlord.

Control de Alquileres

Rental disputes go first to the Control de Alquileres de Casas y Desahucios, an administrative body under the ministry, before a court, and its resolutions appear in tenancy files.
