Notarisation is the whole document
A Chinese power of attorney for use abroad, or a foreign one for use in China, works through notarisation at a 公证处, a notary public office, which issues a bound notarial certificate (公证书) rather than stamping the private document.
The notarial booklet is the instrument. A signed page without it has no standing, and a US reader given a loose signed sheet is holding something the Chinese side will not act on.
Consular authentication, and the apostille change
China acceded to the Hague Apostille Convention in 2023, so documents between China and other member states now carry an apostille where they previously required full consular legalisation.
Documents from before that date carry a legalisation chain and are not defective. We translate whichever endorsement the document carries and name it.
What the notarial certificate contains
The booklet contains the notary office's certificate, the power itself, and frequently supporting documents — identity, household register, property certificate — bound together and sealed across the pages.
