The seal, and the seal certificate
A Korean power of attorney (wiimjang) is executed with a registered seal — the injang — accompanied by an injang jeungmyeongseo, the seal registration certificate from the local office, which proves the seal is the registered one.
Korea has also introduced a signature registration alternative. Without the certificate the seal proves nothing, and a US reader given a sealed page alone has an incomplete instrument.
Koreans abroad, and the consular route
Seal registration requires a Korean resident registration, so a Korean national living in the United States obtains a consular certification of the signature or the seal from a Korean consulate instead.
That is the document to obtain and it is what the Korean side expects. Applicants frequently sign before a US notary and find the power refused.
The family relation certificate
Inheritance and family powers require the family relation certificate and, for past entries, the detailed version of the basic certificate, because Korea abolished the hoju system in 2008 and the current register shows only the present state.
So a Korean power travels with registry extracts, and the general version of the basic certificate will not show what is needed. We translate the set consistently.

Korean powers are typically drafted for a named transaction with the property or account identified, and an institution will not act beyond the stated scope.
