A Soviet-era registry and its successor
Armenian marriages come from the civil status registry, which succeeded the Soviet ZAGS. Certificates issued before 1991 remain valid and appear constantly, frequently in Russian rather than Armenian — a Russian-language certificate from an Armenian registry is ordinary and we translate either.

Armenian script, and the -yan ending
Armenian has its own alphabet, unrelated to Latin or Cyrillic, so nothing on the certificate is legible to a US office without a translation.
Most Armenian surnames end in -yan or -ian, which are the same ending transliterated differently — Sargsyan and Sargsian are one name, and diaspora spellings drift further still.
