A Soviet-era registry and its successor
Armenian civil records come from the civil status registry, which succeeded the Soviet ZAGS. Certificates issued before 1991 under the Soviet system remain valid and appear constantly, frequently in Russian rather than Armenian — a Russian-language certificate from an Armenian registry is ordinary and we translate either.

Armenian script, and the -yan ending
Armenian has its own alphabet, unrelated to Latin or Cyrillic, so nothing on the certificate is legible to a US office without a translation.
Most Armenian surnames end in -yan or -ian, and the two are the same ending transliterated differently — Sargsyan and Sargsian are one name. Diaspora spellings drift further still. We follow the passport and note genuine differences rather than standardising a family into one spelling its documents do not share.
What USCIS requires
Under 8 CFR 103.2(b)(3), a foreign-language document must be accompanied by a complete English translation and the translator's certification that it is accurate. Every seal, stamp and marginal note is part of the document, so every one is translated.
