The certificat de naştere and the CNP
Romanian births are registered by the civil status office of the locality, which issues the certificat de naştere. The certificate carries the CNP, the personal numeric code, which encodes the date of birth and sex and ties the record to every other Romanian document — it is reproduced exactly, never translated.
Romania can also issue a multilingual extract under a 1976 convention. Those forms are designed for the countries that signed it and the United States is not one, so a multilingual extract does not replace a certified English translation for USCIS. See our Romanian page.
Diacritics, and Moldovan records
Romanian uses ă, â, î, ş and ţ, and stripping them changes words and names. We reproduce them and note a genuine difference from a passport spelling.
Records from Moldova and from Romanian-speaking communities elsewhere appear in Romanian files, sometimes in Cyrillic for Soviet-era Moldovan documents. Both are translated, and the translation says which is which rather than presenting them as one system.
What USCIS requires
Under 8 CFR 103.2(b)(3), a foreign-language document must be accompanied by a complete English translation and the translator's certification that it is accurate. Every seal, stamp and marginal note is part of the document, so every one is translated.

Is the CNP translated?
No, it is reproduced exactly. It is an identifier, and it encodes your date of birth and sex, so altering it would alter the record.
I have a multilingual extract. Is that enough?
Not for a US office. Those forms serve the countries that signed the convention behind them, and the United States did not.
My Moldovan certificate is in Cyrillic.
