The wakalat khat, and the courts
An Afghan power (wakalat khat) is issued through a court or a notarial office rather than by a private notary, and it carries a court seal, a register number and the date.
That routing is different from what a US reader expects, and the court reference is the verification path. We reproduce the seal text and the register number rather than describing them.
What has changed since 2021
Documents issued before and after August 2021 carry different seals, letterheads and issuing authorities, and a US office may be examining both in one file.
We describe the seals and the authority as they appear rather than harmonising them, because the difference is exactly what an adjudicator is looking at. We do not assert whether an authority is recognised — that is the receiving body's question.
Consular powers, and the diaspora
Afghan embassies abroad have issued powers for use at home, and with large resettled communities in Virginia, California and Texas those are common in US files.
Afghanistan is not a party to the Apostille Convention, so documents move by legalisation. We translate the endorsements present and name the issuing mission.
Dari, Pashto and the Solar Hijri calendar
Documents are in Dari or Pashto, sometimes both on one page, and dates use the Solar Hijri calendar whose new year falls at the spring equinox.
