A court document, not a registry certificate
Afghanistan has no comprehensive civil marriage registry. A marriage is concluded as a nikah and evidenced by a marriage document — a nikah khat or a certificate issued by a court — and many marriages were never documented at all at the time.

Solar Hijri dates, and two languages
Afghan documents are dated in the Solar Hijri calendar, whose year begins around 21 March, so each date is converted individually rather than by a fixed offset.

What USCIS requires
Under 8 CFR 103.2(b)(3), a foreign-language document must be accompanied by a complete English translation and the translator's certification that it is accurate. Every seal, stamp and marginal note is part of the document, so every one is translated.
