The tazkira, in two forms
Afghanistan does not issue a birth certificate in the sense a US office expects. The central identity and civil document is the tazkira, and two formats circulate: the traditional handwritten paper tazkira, still valid, and the biometric e-tazkira smart card introduced in 2018. They look nothing alike and the translation names which one you hold.
Afghans abroad with no tazkira can apply through the ghayabana — absentee — process at a consulate. The e-tazkira normally requires biometrics in person, which is why people outside Afghanistan often end up with the paper version. See our Afghan asylum documents page.
Solar Hijri dates, two languages, and names without surnames
Afghan documents are dated in the Solar Hijri calendar, whose year begins around 21 March, so each date is converted individually rather than by a fixed offset — an error here moves a date of birth by a year.
Documents may be in Dari, in Pashto, or carry both on one page; send them and we will tell you which. Many Afghans have no family name at all, which US forms handle badly. What USCIS requires
Under 8 CFR 103.2(b)(3), a foreign-language document must be accompanied by a complete English translation and the translator's certification that it is accurate. Every seal, stamp and marginal note is part of the document, so every one is translated.

A standard translation is for business or personal use where certification is not needed, such as CVs, client intake forms or marketing material, and is billed at the same $24.95 per page of up to 250 words.

Afghanistan does not issue one. The tazkira is the document, in either its paper or its e-tazkira form, and we translate both.
Is my document in Dari or Pashto?
