Hillsborough College: Translation Requirements for Documents in Another Language

Hillsborough College, formerly Hillsborough Community College, accepts secondary school records from about a hundred listed countries without an evaluation, as long as they are in English or accompanied by an English translation, and it does not say who must translate them. Hillsborough College accepts certified translations from professional services such as eVerbary. Records from countries not on the list, and any foreign college work, need a NACES evaluation, which its pages describe as an "evaluation and translation" from the agency; we do not provide evaluations.

What Hillsborough asks for
TranslationDocuments not in English must be accompanied by an English translation (source).
Who may translateNot stated for listed countries (source). For unlisted countries and college work, the pages pair the translation with the NACES evaluation (F-1 requirements).
Listed countriesMost of Latin America, India, Vietnam, Nigeria and much of Europe, with the credential each must show, such as the Bachillerato for Mexico or the Certificado de Conclusão de Ensino Médio and transcripts for Brazil (country table).
EvaluationUnlisted countries: a NACES general or document-by-document evaluation by the application deadline. Foreign college work: a NACES course-by-course evaluation (source).
Official deliveryDirectly from the issuing institution, digital copies accepted; copies you provide count only if sealed by the school (source). Opened, scanned, faxed or student-emailed transcripts are refused (Registrar).
Residents and other visasThe Registrar applies the same country rule to all applicants. Without official transcripts you are non-degree-seeking, with no financial aid or veterans benefits (source).
Timing (F-1)Initial students: June 1 for fall, October 15 for spring. Transfers from US schools: July 1 and November 1 (source).
Does it accept eVerbary?Yes. For listed countries Hillsborough's secondary school page asks for documents "in English or be accompanied by an English translation" without restricting who makes it (country requirements), and a certified translation from a professional service such as eVerbary is that kind of translation. The country list decides your route

Hillsborough publishes a table of secondary credentials by country that it accepts as equal to a US high school diploma. If you finished school in one of those countries, the school that issued your records sends them directly to Hillsborough (digital copies are fine), in English or with an English translation, and no evaluation is needed. Argentina's Bachiller, Colombia's Bachiller with its Certificado de estudios, Venezuela's Titulo de Educación Media General and India's Higher Secondary Certificate are all on it; China, for example, is not. Exam-based systems need five or more academic passes at a US "C" or above, including English, math and a science.

Because Hillsborough matches your documents against that table, the translation should keep the diploma's name as issued and show every subject and mark. We keep the original title next to the English one for that reason.

If your country is not on the list, a NACES member must evaluate your transcripts, certificates or exam results, a general or document-by-document report, by the application deadline (source). The F-1 page calls this an "evaluation and translation", and the agency sets its own rule for the translation it accepts. See translation for credential evaluation.

F-1 students and Tampa residents

F-1 applicants apply through the Center for International Education's online application, pay a $50 fee, and show at least $25,274 a year in documents that must be in English (source). Hillsborough offers no ESL courses for F-1 students and no conditional admission, and F-1 students are not eligible for financial aid (FAQ). Students pay for their own translations and evaluations (source).

Permanent residents and holders of other visas go through the Office of Admissions, Registration, and Records instead (source). The Registrar's page applies the same rule to them: a NACES evaluation for a foreign diploma unless the country is listed, translation if the records are not in English. Until official transcripts arrive you are classified as non-degree-seeking, which means no financial aid or veterans benefits (source).

Where Hillsborough's pages differ

An older admission requirements page still served on the international application site, under the Hillsborough Community College name, says secondary records "may have to be evaluated" and translated if not in English, and asks for college evaluations before the I-20 program start date (older CIE page). The current F-1 page says secondary records must be evaluated unless the country is exempt, and asks for a course-by-course "evaluation and translation" from a NACES service by the application deadline (current F-1 page). We have not resolved the difference; follow the current page or ask international@hccfl.edu.

What an eVerbary translation includes

Uploading the translation to Hillsborough

For listed countries, the issuing institution sends the records directly to Hillsborough, electronically or in a sealed envelope (source); F-1 applicants also upload their documents in the international application (source). Where the school will not send the translation itself, ask the Center for International Education how to submit yours with the official records.

Residents send records through the Registrar: electronically from the institution (transcripts@hccfl.edu if the school needs an address), sealed by hand to a campus Admissions and Registration office, or by mail (source).

What we do not do

eVerbary is a translation service, not a credential evaluation service: we do not issue evaluations, US equivalencies or GPA conversions, and we cannot send documents on behalf of the school that issued them. For Hillsborough that means we translate records from listed countries; for unlisted countries and foreign college credit the NACES evaluation, and the translation the agency requires, are arranged with the agency.

Frequently asked questions

My country is on Hillsborough's list. Do I need an evaluation?

No. Your school sends the records directly, in English or with an English translation (source). A certified translation from a professional service such as eVerbary meets that rule.

My country is not on the list. What do I need?

A general or document-by-document evaluation from a NACES member, with translation, by the application deadline (source). Ask the agency what translation it accepts before you order one.

Can I send copies of my transcripts myself?

Only in an envelope sealed by your school. Otherwise they are unofficial; digital copies sent by the school are accepted (source).

I am a permanent resident in Tampa. Do the same rules apply?

Yes. The Registrar uses the same country list and evaluation rule, and you stay non-degree-seeking, without financial aid, until official transcripts arrive (source).

Is it still called Hillsborough Community College?

Its website now uses the name Hillsborough College; older admission pages still say Hillsborough Community College (older page). The requirements on this page come from both.

Will eVerbary convert my grades to a US GPA?

No. The translation reproduces the grades and the grading scale exactly as they appear. A GPA conversion is credential evaluation, which the institution or an evaluation agency does.
