How we know · policy checked on October 27, 2026
Hagerstown Community College requires F-1 applicants to submit an official course-by-course evaluation of their high school transcripts by World Education Services, and a WES course-by-course evaluation for college credits earned outside the US; other NACES evaluations may be considered after you contact the Registrar.
HCC's evaluation agency, WES, accepts certified translations from professional services such as eVerbary. You order the translation first and send it to WES; the evaluation is something we do not provide.

Worth knowing about HCC
WES for high school
Course-by-course, even for secondary records.
All at once
Documents submitted together, by appointment.
May 15
Fall deadline for F-1 applicants.
HCC requirements in detail
Translation
HCC states no translation rule; foreign records reach it through the WES evaluation (International students).
Who may translate
Set by WES: a professional translator or translation service, not the applicant.
Evaluation
Official course-by-course evaluation of high school transcripts by WES; college credits from outside the US also through WES (International students).
Other agencies
If you already have an evaluation from another agency, contact the Registrar at 240-500-2341; HCC may consider other NACES-approved evaluations (International students).
How to submit
All documents together, at an appointment made through admissions@hagerstowncc.edu (International students).
Deadlines (F-1)
Fall May 15, spring October 15, summer February 15; transfers June 30 and October 30 (International students).
Residents and immigrants
Permanent residents, refugees, asylees and visa holders provide their immigration documents before the application is processed (International students).
WES, course by course, from high school up
Most colleges ask for a general evaluation of a foreign high school record; HCC asks for a course-by-course evaluation by WES (international students).
Translate the full secondary record, every year with its subjects and grades, and the high school diploma before you open the WES application, so the report can list each course. College credits from abroad go through WES in the same way.
WES wants an exact, word-for-word translation by a professional translator or translation service and does not accept translations by applicants. If you already hold an evaluation from another NACES member, such as ECE, ask the Registrar before ordering a new one.
One appointment, one complete file
HCC wants every document at once: the application with a local sponsor's address, the passport, the WES evaluation, a statement of financial resources from a US bank (Form I-134), health insurance and an official TOEFL score, delivered together at an appointment (International students).
HCC has no housing, so the local sponsor provides housing, meals and transportation. Start the translation early enough that the WES report is in your hands before the May 15 fall deadline.
Need a certified translation for HCC?
$24.95 per page of up to 250 words, certification included, usually within 24 hours for one to three pages. See the price before you pay.
Documents applicants usually translate
- High school transcripts, every year
- High school diploma or leaving certificate
- College or university transcripts, for credit
What an eVerbary translation includes
- A complete English translation of every page, stamps, seals and handwritten notes included, laid out like the original so each line can be matched.
- Grades exactly as recorded, with the grading scale the document prints. We never convert marks to a US GPA.
- A signed certificate of translation accuracy on letterhead, with our contact details, delivered as a PDF you can upload.
- $24.95 per page of up to 250 words, certification included; 24 hours for one to three pages as standard. Regular clients who need it can get delivery in as little as 30 minutes, on request.
Uploading the translation to HCC
The translation goes to WES with your records; the official WES evaluation is part of the file you deliver to HCC at your admissions appointment (International students).
On request we can email the translation directly to the admissions office.
What we do not do
eVerbary is a translation service, not a credential evaluation service: we do not issue evaluations, US equivalencies or GPA conversions, and we cannot send documents on behalf of the school that issued them.
For HCC that means we translate your high school and college records; the WES course-by-course evaluation is ordered by you from WES.
How to order
- Scan or photograph every page of the document, front and back, including any stamps on the reverse.
- Upload it, choose the language and "certified", and see the price before paying.
- Receive the PDF, usually within 24 hours for one to three pages, and upload it with the copy of the original wherever the institution asks for it.
Frequently asked questions
Does HCC require a WES evaluation of my high school transcript?
Yes. An official course-by-course evaluation of high school transcripts by WES is required for the I-20 (International students).
I already have an evaluation from another agency. Will HCC accept it?
Possibly. Contact the Registrar; HCC may consider other NACES-approved evaluations (International students).
Who may translate my records for WES?
WES asks for a professional translator or translation service, not the applicant (WES).
When are the F-1 deadlines?
May 15 for fall, October 15 for spring and February 15 for summer (International students).
Will eVerbary convert my grades to a US GPA?
No. The translation reproduces the grades and the grading scale exactly as they appear. A GPA conversion is credential evaluation, which the institution or an evaluation agency does.
