How we know · policy checked on October 21, 2026
The Hawaii Teacher Standards Board asks applicants with non-US transcripts or documents from non-US institutions for a course-by-course evaluation from a NACES member, and reviews that report again for US equivalency.
HTSB sets no rule on who translates your records; the NACES agency does, and WES and ECE accept certified translations from professional services such as eVerbary.
We translate the transcripts and diploma; the evaluation and HTSB's equivalency decision are not ours.
Hawaii HTSB at a glance
Does it accept eVerbary? Yes
HTSB requires a course-by-course evaluation from a member of the National Association for Credential Evaluation Services (Getting Started), and WES, a NACES member, accepts a translation from a professional translation service (WES translation rules); ECE accepts any complete word-for-word translation (ECE).
A certified translation from a professional service such as eVerbary meets both. Policy checked on October 21, 2026.

Hawaii HTSB requirements in detail
Translation
No translator rule of its own; non-US transcripts and documents go through a NACES evaluation (Getting Started), and the agency reads them under its own rule.
Who may translate
Evaluation
Course-by-course, from a NACES member; for teacher preparation abroad it must state that the program equals a US teacher education program and name the content areas and grade levels (Getting Started).
HTSB review
HTSB evaluates the NACES report again for the US equivalency the license needs; a licensing specialist contacts you if it falls short (Getting Started).
How it arrives
From July 1, 2026, official records and evaluations come through a third-party vendor, by mail from the institution or from the issuing institution's secure email (Getting Started).
Names
Your first and last name in your HTSB profile must match every submitted document; name changes need a request with documentation (Getting Started).
What the NACES report has to say for HTSB
HTSB does not stop at a degree equivalency.
If you completed teacher preparation abroad, the evaluation must say the program equals a US teacher education program and specify the content areas and grade levels you are prepared to teach (Getting Started).
The agency can only state that if your records show it, so translate the practicum, student teaching and subject records along with the transcript.
WES asks for an exact, word-for-word translation by a professional translator (WES); ECE accepts a complete, literal translation from anyone, or translates under an $85 waiver (ECE). Other NACES members set their own rules.
Pitfalls with HTSB
Since July 1, 2026, HTSB accepts official records only from a third-party vendor, by mail from the institution or from the institution's secure email (Getting Started); an evaluation you upload yourself is not official. Ask the agency to send its report directly to htsb@hawaii.gov or by mail.
Names must match across your profile, ID and documents (Getting Started). When you order the translation, give the spelling used in your passport and HTSB profile so the translated records match it.

Submitting the translation to Hawaii HTSB
The translations go to the NACES agency with your records, following its instructions. The agency sends the evaluation to HTSB by email to htsb@hawaii.gov or by mail to 650 Iwilei Road, Suite 268, Honolulu (Getting Started).
What we do not do
eVerbary is a translation service, not a credential evaluation service or a licensing agency: we do not issue evaluations, US equivalencies or GPA conversions, we cannot send documents on behalf of the school or authority that issued them, and we do not file the license application.
For Hawaii that means we translate your records; the course-by-course evaluation comes from a NACES agency you choose, and the equivalency and license decisions are HTSB's.
How to order
- Scan or photograph every page of the document, front and back, including any stamps on the reverse.
- Upload it, choose the language and "certified", and see the price before paying.
- Receive the PDF, usually within 24 hours for one to three pages, and submit it with the copy of the original wherever the office asks for it.
